This article describes the historical roots of the Aral Sea problem and proposes an initial project to divert Siberian rivers to Central Asia. The necessity and potential of the Ob-Persian Gulf Shipping Canal for all participating countries are substantiated. Strategic implementation guidelines for diverting Siberian river flows are developed, including four stages of canal construction.
