The article highlights the differences and interconnection, the subject and scope of the concepts of “public order” and “public security”. Also, the results of research carried out in this area were analyzed from a scientific point of view. In addition, it puts forward a number of scientifically substantiated proposals on the content of measures to ensure public order on the streets and in public places to monitor compliance with the requirements of the law and ethics, measures to ensure public security include road safety, fire safety, protection of protected objects and property, passport system and comments on a field of activity, such as providing a system of control and licensing.
