The article analyzes the functions of the state and the law that arose because of the emergency due to the worldwide spread of “the Covid-19” pandemic, as well as emergency measures taken by the state and the leadership of Uzbekistan. Based on real facts and practical examples, it reveals the content of the organizational, regulatory and protective functions of the state and the right to protect public health, its social protection of the rule of law and law and order.
