This paper presents a comprehensive analysis of the current state of research on the assessment of the stress–strain state and dynamic behavior of earth dams (under plane strain conditions), taking into account the heterogeneity of structural characteristics and the viscoelastic properties of soil. A mathematical model for evaluating the dynamic response of earth dams has been developed based on the principle of virtual displacements combined with D’Alembert’s principle. The model incorporates the viscoelastic behavior of soil using the Boltzmann–Volterra hereditary theory. The problem is solved using the finite element method implemented with complex arithmetic. The steady-state forced vibrations of the Pskem earth dam (195 m high) under different resonance vibration modes are considered as the case study. It has been established that the maximum stress amplitudes within the dam body occur not only at the first resonance frequency but also within the dense spectrum of higher frequencies. Based on the Coulomb–Mohr strength theory, the structural safety of the dam was evaluated by calculating safety factors for different zones of the dam body and identifying the most critical sections under external excitation frequencies close to resonance.
