This article analyzes scientific approaches to the development of water use plans in domestic and foreign practice. During the research, the theoretical foundations of water resources planning were studied, including approaches based on water balance, soil moisture, vegetation status, and mathematical modeling. Modern technologies used in foreign experience, including digital monitoring, artificial intelligence, and optimization models, were analyzed. Also, existing problems and opportunities in the development of water use plans in the conditions of Uzbekistan were highlighted. The results of the study indicate the need to introduce modern scientific approaches in domestic practice.
