This article discusses issues of state policy in the field of physical education and sports at the state and regional levels of government. The author touched the problems of building an affective physical culture and sports management system based on predicting the development of this systems in the future, which should be based not only on identifying promising areas in this area, but also on choosing the optimal path for its development, taking into account the analysis of alternative opportunities.
