This article explores the emergence of the concept of the rational use of freshwater, its evolution over centuries, and its growing significance in intergovernmental relations. The study also examines the views and approaches of legal scholars who have played a pivotal role in analyzing this concept. It highlights the importance of enshrining the principle of rational use of freshwater in international legal frameworks, such as United Nations conventions and regional agreements governing international water relations. Furthermore, the author offers a personal perspective on the substance and interpretation of the concept.
