1970–1980-yillar O‘zbekiston SSR tarixida ijtimoiy infratuzilmani, xususan, sog‘liqni saqlash tizimini rivojlantirish jarayonlari bilan ajralib turadi. Bu davrda mamlakatda aholi sonining ortishi, urbanizatsiya jarayonlarining jadallashuvi hamda ishlab chiqarish korxonalarining kengayishi natijasida tibbiy xizmatlarga bo‘lgan ehtiyoj keskin oshdi. Shu boisdan sog‘liqni saqlash sohasida zamonaviy davr talablariga javob beruvchi yangi shifoxonalar, poliklinikalar, sanatoriyalar va boshqa tibbiyot muassasalari qurilishi davlat siyosatining ustuvor yo‘nalishlaridan biriga aylandi.
