The expansion of the state borders of the Russian Empire began in the 18th century and continued until the second half of the 19th century. Territories were captured that were significantly larger than the Russian state itself. The territory of Turkestan also belongs to the occupied territories. As a result of the first military actions, the Turkestan region was formed. Based on the conquered lands, by decree of the Russian Emperor No. 44831 of July 11, 1867, the General Government of Turkestan was formed, consisting of two regions: Semirechensk and Syrdarya.[1] This article describes the inspection of the newly created Turkestan Governor-General's Court by Senator Palen and its results.
