The article examines current issues in improving the organization of the physical culture and sports educational process for students in higher educational institutions of the Republic of Karakalpakstan. Based on the methodology of classical and modern sociology, a comprehensive management model has been developed, uniting institutional-normative, organizational-environmental, social-behavioral blocks, and a feedback mechanism. The results of an empirical sociological study (n=400 students, n=15 experts) are presented, which revealed a difference between students' high value attitudes toward physical education and their low level of free motor activity. The main motivational factors and organizational obstacles have been identified.
