The article discusses the formation of the Khorezm People's Soviet Republic (KhPSR) on the site of the former Khiva khanate, the socio-political situation in the republic, the organization of power, the strengthening of the Soviet system and the place and role of kurultais of the people's representatives of All Khorezm in these processes, also highlights the issues related to the activities of these kurultais as the highest authority of the republic in 1920-1924.
