This article provides evidence of the economic efficiency of rehabilitation versus punishment in criminal justice. The research uses a systematic literature review, analysis, and synthesis as its methodology, examining research papers published between 1974 and 2025 regarding the cost-efficiency ratio of punishments and correctional treatments. Furthermore, it examines psychological research to determine the propensity of offenders to reoffend. Results suggest that prisons and detention centers incur significantly higher costs compared to correctional treatment and require continuous financing. The burden on taxpayers is high in countries such as Norway and lower in the USA. The scope of the research is international, focusing mainly on North America and Europe. A drawback of the analyzed papers is the presence of calculation errors regarding the risks of recidivism due to inherent uncertainties in estimating probabilities.
