The paper proposes a two-indicator methodology for assessing digital governance efficiency: the Digital Efficiency Index (DEI) measures the state of the management process, while Integral Economic Efficiency (IE) measures the outcome of implementation. Component weights are set normatively on theoretical grounds. The methodology is verified on two banks, yielding DEI = 70.3 and 63.0 and IE = 57.0 and 48.2 per cent. A sensitivity analysis over 20,000 Dirichlet draws shows the inter-bank ranking is entirely independent of the weights
