Annotatsiya

The organizational and legal foundations for establishing a talent pool within local government authorities inUzbekistan are analyzed. The study examines regulatory legal acts defining the legal status of local government, legislationgoverning the civil service, procedures for establishing and maintaining the National Talent Pool, human resourcemanagement mechanisms in central and local executive authorities, and reforms being implemented in 2025–2026. It issubstantiated that, unlike the traditional practice of compiling personnel lists, the talent pool is evolving into a comprehensivesystem encompassing the identification, selection, and assessment of promising personnel, the development oftheir competencies, the preparation of individual development plans, and the monitoring of their professional growth. Theinstitutional, legal, digital, and competency-based mechanisms for establishing a talent pool for local executive authoritiesare analyzed, and scientific and practical recommendations for their further improvement are developed
