As the scope of use of digital technologies in public administration expands, the issue of determining not only the targeted spending of budget funds allocated to this area, but also what economic and social results they actually produce is becoming more relevant. In current approaches, digital projects are often assessed by the amount of funds spent, information systems developed, services implemented, or the number of activities performed. Although such indicators reflect the volume of work performed, they do not fully reflect the final result obtained for the cost, the convenience created for the user, and the risks associated with the project. The article proposes an integrated approach to assessing budget expenditures for digital state projects that simultaneously takes into account costs, results, and risk factors. The author has developed the Digital Project Budget Effectiveness Index (DPBI), which includes the quality of financial execution, cost-effectiveness, results and impact, value created for the user, and the level of risk management. It is proposed to determine the weights of indicators based on expert assessment and the analytical hierarchy process, and to carry out the assessment at the initial, intermediate, and final stages of the project. This approach creates a methodological basis for the transition to managing budget funds not by the amount spent, but by the results achieved and the value created.
