Achieving progress in the field of science, strengthening the processes of scientific transformation in the minds of people, and the formation of an intellectual elite are very important for the development of the state and society. The education of the intelligentsia for the life of society and mature personnel for state activity is the most relevant topic. The development of public administration and the development of a strategic management system and its implementation with strategic support are directly related to the intellectual potential of reserve personnel. Therefore, the process of forming a personnel reserve occupies a special place in state policy. In this regard, the gradual reform of the public education system will become the basis for enriching the personnel reserve with mature, intellectual, ambitious, and creative personnel in all respects.
