The author's views and scientific-legal analysis of the licensing procedure, which is the basis for the creation of the right to use natural resources, are described in the article. This article is a legal research on the general basis of the procedures related to the procedure for obtaining a permit for the use of land plots, underground resources, flora and fauna.
