Annotatsiya

The article assesses the factors influencing the territorial location of small businesses in the manufacturingsector of Tashkent Region and the directions of their specialization. A multi-criteria location index is proposed, coveringtransport and market accessibility, industrial cooperation, raw material availability, engineering infrastructure, workforcecompetencies, and environmental capacity. Illustrative expert scores were calculated for different territorial types: theindustrial core received 86 points, areas influenced by agglomeration 81 points, the agro-industrial belt 72 points, andareas with industrialization potential 58 points. These scores are not official statistics and are presented solely as an illustrationof the decision-making methodology. As a result, instead of universal incentives, the study proposes productionspecialization tailored to the resource and market profile of each territory, a minimum infrastructure package, and a projectselection algorithm.
