Results of the patient questionnaire on satisfaction with the emergency service of the Republic of Uzbekistan

Aim. To study the main indicators characterizing the state of the ambulance service of the Republic ofUzbekistan from the point of view of patients, as well as the identification of the most significant problemsand to identify on this basis the possible ways for their further improvement.Material and methods. The study was conducted in 2021 and included the implementation of 3 mainstages. The study involved 188 patients from various regions of the Republic of Uzbekistan. To fulfill theobjectives of the study, questionnaires were developed for interviewing managers, employees and patients of the emergency and ambulance service, reflecting the issues of accessibility and quality of medicalcare, resources, technology and the results of its provision. Statistical and analytical methods, the methodof organizational experiment were used. At each stage, the materials and research methods had their owncharacteristics, which are described in the corresponding section of the work.Results. Respondents assessed the accessibility of emergency medical services on a 5-point scale at anaverage of 4,49 points. The time required to call an ambulance was 7,42±5,0 minutes, the average waitingtime for a brigade was 15,0±4,9 minutes. As a result of assistance from the ambulance crews, 87,2% ofrespondents noted an improvement in their condition, 8,5% – the general condition remained unchanged,4,3% of respondents noted a deterioration in well-being.Conclusion. Considering the presented, partly contradictory, data on the state of key issues in the organization and provision of emergency medical care in the Republic of Uzbekistan, the problems of the56 Вестник экстренной медицины, 2022, том 15, № 6ВведениеСовершенствование системы экстренной медицинской помощи, в том числе ее правовое регулирование, содействует достижению как минимум 12 из 17 задач Целейустойчивого развития 2030 (ЦУР: задачи 3.1–3.9, 3d, 11.5,16.1) [1].По данным ВОЗ, экстренная медицинская помощь может предотвратить от 54% до 90% смертей и улучшить от900 миллионов до 2,5 миллиарда лет жизни с поправкой наинвалидность в странах с низким и средним уровнем доходов. Влияние экстренной медицинской помощи обусловлено способностью службы справляться с широким спектромострых травм и заболеваний на протяжении всей жизнивсех групп населения [2].Следует особо отметить, что экстренная медицинскаяпомощь Республики Узбекистан представляет собой в высокой степени централизованную службу, деятельностькоторой в основном соответствует современным общемировым принципам организации экстренной медицинскойпомощи населению. Централизация управления службойэкстренной медицинской помощи создает благоприятныеусловия для совершенствования организационных схемфункционирования, кадрового и финансового обеспечения, внедрения инновационных технологий. Проведенноесоциологическое исследование методом анкетированияруководителей, сотрудников и пациентов экстренной медицинской помощи позволяет сделать вывод о совпадениив основном их оценок состояния дел в службе. Общимипроблемами по данным анкетирования во всех группах респондентов являются необходимость совершенствованияинформатизации и автоматизации службы и «профессиональное выгорание» персонала [3].Цель. Изучение основных показателей, характеризующих состояние службы скорой медицинской помощиРеспублики Узбекистан с точки зрения пациентов, а такжевыявление наиболее значимых проблем и определение наэтой основе возможных путей ее дальнейшего совершенствования.Материал и методыПрограмма исследования разработана при содействииГруппы реализации проекта Всемирного банка «Совершенствование служб ЭМП» сотрудниками Федерального государственного бюджетного образовательного учреждениявысшего образования «Первый Санкт-Петербургский государственный медицинский университет имени академикаИ.П. Павлова». Исследование проведено в 2021 году и былонаправлено на изучение удовлетворенности пациентов,пользовавшихся услугами скорой медицинской помощи вРеспублике Узбекистан.В данном исследовании приняли участие 188 пациентов из различных областей Республики Узбекистан. Для выполнения задач исследования были разработаны анкетыдля опроса пациентов, отражающие вопросы доступностии качества медицинской помощи, ресурсы, технологию иambulance fleet, the equipment of field teams, the efficiency of their work, the level of informatization andautomation of the ambulance system require special attention.
