This article provides a scientific and theoretical analysis of the stages in the formation and development of the public safety system. It examines state policy, the legal framework, institutional reforms, and modern governance mechanisms in the field of public safety. Based on national and international experience, the study identifies the main directions and future prospects for improving the public safety system.
