This article describes the essence of the legislation on the flora, the legal system formed on the basis of concepts, achievements and existing problems. A comparative legal analysis of legal acts regulating the flora of the Republic of Uzbekistan and the Federal Republic of Germany was carried out. At the same time, important aspects of the legislation of both countries were discussed, as well as possible achievements. The international experience and its influence on national legislation are listed. Theoretical views on the issues of responsibility for causing harm to objects of the plant world, various scientific views have been studied. As a result of the article, issues of improving existing legal mechanisms, determining directions based on current trends were discussed.
