This scientific article discusses the problematic issues of providing permanent housing for military personnel and members of their families on the basis of long-term preferential mortgage loans, their significance, the institution of mortgage lending, its historical aspects and legal framework, analysis of national legislation and a critical attitude towards it, foreign experience, as well as substantiated proposals and conclusions are given.
