In this article, directions, methods of development of human resources, scientific and theoretical views, opinions of foreign scientists were studied. At the same time, foreign experience in the development of Human Resources was analyzed. Problems for the development of human resources in our country were identified and scientifically based conclusions and proposals were made leading to their solution.
