The Soviet socialist economic governance mechanism was based on a centralized plan, and not a humanitarian society in the whole country, but rather an administrative and command system. The industry of Uzbekistan is linked to the cotton business, and efforts to raise the country's economy have become a component of the "struggle for cotton". As a result of the pursuit of cotton, many of the vital interests of the Republic have been damaged. At the same time, the ignorance and irresponsibility between the governing bodies led to the degradation of the country's economy, and to the aggravation of the crisis in agriculture. The article examines the cases of irresponsibility and ignorance in agriculture in Surkhandarya and Kashkadarya regions of Uzbekistan.
