The research in this scientific article is based on the study of the experience of a number of foreign countries, such as: Austria, Armenia, USA, Great Britain, Brazil, Germany, Italy, Canada, Turkey, the Philippines, Azerbaijan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan and China shows the advisability of defining liability in separate articles for such crimes as attracting, assisting, mass incitement to commit terrorist acts, supporting, intentionally making a false report of a terrorist act, creating a terrorist group, etc. terrorist organization, heading it or participating in its activities.
