In this article, the author, from a retrospective point of view, conducted a detailed analysis of the stage-by-stage development of legislation establishing liability for crimes in the form of mass riots. In particular, the legislation related to the crimes under study was examined by the author separately, including the criminal legislation of the pre-Islamic era, the criminal legislation of the Islamic era, the criminal legislation of the period of colonialism of the Tsarist Russian Empire, the criminal legislation of the period of the former USSR, as well as the criminal legislation of the independent Republic of Uzbekistan after the collapse USSR, relevant conclusions are presented.
