THE STAGES OF INSTITUTIONAL AND LEGAL-NORMATIVE DEVELOPMENT OF ENSURING THE SOCIAL RIGHTS OF YOUNG PEOPLE

This article analyzes the stages of the development of state policy regarding youth in Uzbekistan. Normative-legal documents, mechanisms for implementing state policy, and developments to ensure the social rights of youth are divided into four main periods. The first period (1991-2000) is characterized by the adoption of the law on the fundamentals of state youth policy in 1991, which created the important legal foundations for protecting the rights and freedoms of youth, ensuring education, labor activity, and social protection, becoming the basis of the legal framework for youth policy. In the second period (2001-2010), the participation of civil society institutions is strengthened, and programs aimed at supporting youth, such as “Sog‘lom avlod” and “Yoshlar” year, were introduced. In 2010-2016, activities aimed at improving the system and ensuring a healthy lifestyle were carried out. The fourth period (from 2016 to the present) includes the enhancement of youth policy and significant changes in legislation. During this period, within the framework of the “Action Strategy for Further Development of the Republic of Uzbekistan” of 2017, youth policy was reinforced with a new law on state youth policy. Special attention was also given to supporting families up to 30 years old and issues related to youth employment.
