The mathematical model of the control system considered in this paper is presented in the form of a linear nonstationary differential inclusion. For this model of the control system, the problem of locally relative controllability is studied. The necessary conditions of locally relative $M-$controllability for compact terminal set $M$ are obtained. Property of locally relative controllability of differential inclusion has been studied using the methods of convex analysis, properties of multivalued maps, support functions and the fundamental matrix for solving linear systems of differential equations.
