Noise pollution is a significant issue affecting the quality of life and human health. Studies show that 10-15% of individuals are sensitive to noise, leading to a range of health issues such as stress, sleep disorders, and hearing loss. The European Environment Agency has identified noise as the second most pressing environmental concern,after air pollution. The right to a healthy environment encompasses not only access to clean air, water, and food, but also effective noise control measures. This paper explores national and international legal frameworks, regulations, and practices in foreign countries concerning noise pollution, its harmful effects, and the strategiesfor mitigating it. It emphasizes the need for legal and institutional frameworks to guarantee a healthy, noise-free environment. The article advocates for the establishment of a nationwide noise monitoring system, improving access to noise data, harmonizing noise-free time regulations in national legislation and standards, and enforcing noise control measures in key sectors such as transportation and construction.
