 The introduction lays the groundwork for understanding the multifacetednature of public procurement, highlighting its evolving role beyond mere fnancial goalstoward achieving broader social, economic, and environmental objectives. It introducesthe concept of “social public procurement” as a means to leverage purchasing authorityfor positive societal impacts, citing examples from various countries and scholarly works.The thesis statement focuses on investigating the challenges of implementing socialpublic procurement (SPP) in developing countries, emphasizing the signifcance ofunderstanding these challenges for promoting sustainable development and reducinginequality. The subsequent sections provide a comprehensive review of institutionaltheory, the concept of social public procurement, challenges faced in implementation,and case studies from Ghana, Kenya, and Bangladesh, offering a detailed analysis ofbarriers and potential strategies for overcoming them. The conclusion summarizes thekey challenges identifed and proposes recommendations to address them, stressingthe importance of regulatory strengthening, capacity building, and awarenessraising initiatives for fostering responsible procurement practices globally.
