This article provides a detailed analysis of the scientific and theoretical foundations for modernizing the national education system, based on prominent theories developed in Western countries. The study focuses on four main concepts: human capital theory, functionalism, modernization theory, and critical pedagogy (theory of equality). The scientific essence of each theory, their authors, the impact of these ideas on the education system, and their practical significance are examined. In human capital theory, education is considered a factor of economic growth; functionalism justifies the role of education as an institution ensuring social integration, order, and stability; modernization theory interprets education as a process that stimulates industrial and innovative development of society; and critical pedagogy views education as a means to achieve freedom, equality, and justice, emphasizing teacher–student collaboration as a key principle.
