Cadastral value as a tool for monitoring the market value of real estate. Construction of a mathematical model for estimating the market value of real estate objects

In the theory and practice of real estate appraisal, as well as in the course of analytical research when studying the dynamics of real estate markets, the problem of tracking changes in market prices arises. The apparent simplicity of this task leads to the fact that in everyday reality, both market participants and professional analysts are content with observing average prices. However, in the conditions of the modern information flow, in the presence of a large number of special software tools, extensive statistical material, deeper research methods that were previously inaccessible for obvious reasons can be applied. The purpose of the study is to study large amounts of current market data on real estate and compare them with the cadastral value (defined in accordance with Russian law as a market value on a set date). There are problems related to the study of multidimensional distributions of market prices and cadastral values. The main problem in studying the dynamics of the market prices of real estate objects is the inability to track the price change for each object, since they are constantly put up for sale and removed from it. The work carried out in Uzbekistan in 2021 to establish the cadastral value of real estate (as market value at the date of valuation) opens up the possibility of studying two-dimensional distributions of current market and cadastral prices, assessing the dynamic characteristics of the market, the dynamics of changes in market value for any real estate, including those that did not appear in the observation samples either in the base period or in the comparison period. The main result of the article is the development of a method that allows assessing the market value of real estate in real time as new market data becomes available by comparing them with the previously established cadastral value.
