This article presents a systematic, scientifically grounded comparative analysis of international methodologies used to assess the digital development of small business. It substantiates a three-level architecture that provides for conducting the assessment at the macro, meso, and micro levels. The structure and applicability of the four leading modules at the macro level are compared. Based on the analysis, the similarities and distinctive features of these modules are examined, their significance for developing criteria to assess small-business digitalization is scientifically substantiated, and the possibility of designing a dedicated assessment tool adapted to the conditions of Uzbekistan is comprehensively analyzed.
