FROM HERITAGE TO REVENUE: HISTORICAL AND CULTURAL TOURISM SERVICES AND REGIONAL ECONOMIC GROWTH IN UZBEKISTAN

Annotatsiya

This article provides a comprehensive analysis of the transformation of cultural heritage into an economic resource, using the cases of Samarkand, Bukhara, Khiva, and Shahrisabz. It substantiates the role of historical and cultural tourism within regional economies, particularly its impact on employment generation, service exports, and regional branding. The study identifies three interrelated environments shaping tourism development: the phenomenal (tourist perception and experience), the filtering (institutional, economic, social, and infrastructural conditions), and the experiential (practical organization and economic outcomes). Their combined influence on tourism performance is critically examined. Drawing on international best practices, the paper proposes cluster-based development, digital platform integration, service chain coordination, and sustainable management mechanisms. The findings highlight the necessity of positioning historical and cultural tourism as a strategic driver of regional development and competitiveness.
