This article researches the concept of law-abiding state in the doctrine and practice of the Central Asian countries. Law is one of the highest social, spiritual and political values, one of the most important cultural phenomena, together with justice, humanism, etc. The authors explore the different points of view of various scientists on the legal state and the legal systems of the Republics of Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan. It is impossible to imagine a democratic state governed by law-abiding state without an organized, hierarchically constructed democratic legal system that protects the rights and freedoms of individuals. The term “law-abiding state” includes the legal framework of the legal state. This is especially true when we mean not just the concept of law-abiding state, but the modern democratic, secular, legal and social state. All of these major systemic entities are undergoing the same stage of formation as law-abiding state and civil society in the post-Soviet space. Many new legal phenomena need to be understood in theory and mastered in practice in systemic contexts - the system of legislation, the system of law and the legal system as well.
