The article discusses the notion of innovations and their constituent elements. It classifies the indicators for evaluating the efficiency by effect type and presents computation formulas and specifications of the performance indicators. The expediency of identifying the indicators of economic significance and financial efficiency of innovative projects has been substantiated. An approach to the formation of the state policy to stimulate innovation has been proposed, proposals have been made for amendments and supplements to legislation, the implementation of which will increase the innovation activity and cost-effectiveness in innovation.
