The article explores the institutional features of the formation and development of the notarial system in the Russian state. Using the methods of historical analysis and systematization, the author investigates the historical process of the formation of notarial activity in Russia from ancient times to the adoption of the "Regulations on the notarial part" in the second half of the 19th century. The differences between Muslim law and notarial duties in some territories under the jurisdiction of the Russian Empire will be clarified. The study concludes that the expansion of notary offices in Russia was one of the practical steps to regulate reform activities and the system of government of the country by the imperial administration.
