The article discusses modeling the quality management system of educational information systems (EIS) using fuzzy cognitive maps, as one of the most effective approaches to solving weakly formalized problems. To formalize the assessment of individual components of EIS quality, it is proposed to introduce the linguistic variable “Parameter Value” and contrast it with a term-set of values, which includes 5 levels belonging to the non negative range of assessments. To present it graphically, a 5-level classifier was developed. To assess quality, a combined criterion is proposed, based on international standards ISO 9000 and groups of quality indicators formulated by the decision maker. A methodology for constructing an fuzzy cognitive map for analyzing and managing information risks of IS is proposed. At the stage of risk analysis, the maximum paths between threats and goal factors are identified, risks are calculated and a conclusion is drawn about the acceptability of existing risk values. A fuzzy cognitive model is proposed for assessing the possible level of quality of an information system in case of threats being realized.
